The Director of Finance is an elected position for a term of four (4) years, as established by the city charter. The qualifications for this position include being a qualified elector and resident of the City for at least one year and shall possess a bachelor's degree and an equivalent of five years' experience in accounting or finance. FinanceThe Director of Finance shall have the responsibility for all fiscal matters of the City, including but not limited to all appropriations matters, purchasing functions, maintaining all fixed asset records & reporting them consistent with state guidelines, preparation and distribution of payroll, debt administration, internal control and compliance audits, financial reporting. It is the responsibility of the Director of Finance Office to insure that all state, local, and federal laws are complied with and that the accounting and financial reporting is also in compliance with all applicable laws. The Director of Finance approves all expenditures certifying the funds are available for appropriation and the expenditure is within legal compliance. The preparation of monthly and annual financial reports is also the responsibility of the Director of Finance. The City adopts an annual cash basis appropriation measure or budget for the period of January 1 to December 31 for all funds. The Director of Finance office prepares a Comprehensive Annual Financial Report (CAFR). For 13 consecutive years, the City has received the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of U.S. and Canada. The Certificate of Achievement is a prestigious national award recognizing conformance with the highest standards for local governmental financial reports. The Director of Finance has established many sound financial policies for the City including the minimum fund balance policy and the debt policy. These policies provide guidelines and limits that ensure the City's financial stability. The Finance Director's office is located on the upper floor of City Hall at 46 North Avenue. Telephone: (330) 633-0858 Tax AdministratorBeginning in 2006 the Director of Finance will also assume the responsibilities of the Treasurer/Tax Administrator. This was mandated by a voter-enacted amendment to the City’s charter. The Director of Finance will be responsible for all monies paid to the city from any source. The Director of Finance also serves as Tax Administrator for the City and is responsible for the enforcement of the City Income Tax Ordinance as well as the collection and accounting of that revenue. The deadline for filing City Income Tax returns is April 15. All residents 18 years or older must file an Income Tax Return unless they are retired and receive no earned income. Forms and other information can be obtained from Income Tax. All processing of payments is done in the payment center.
