Dr. Tom Pascarella has over 40 years of government experience including employment as an assistant city manager in Illinois, planning and development director in Geauga and Summit Counties in Ohio, as well as over 20 years with the City of Tallmadge. He taught for many years at Hiram College, where he holds the title of Professor Emeritus. In addition to his work with the City of Tallmadge, he teaches on an adjunct basis from time to time for Hiram College and the graduate program in public administration at Kent State University.
He has published extensively in professional and referred journals and has served as an expert witness on numerous occasions. His experiences includes consulting in the areas of public policy from a recent study of the employment generated by casinos in Ohio to matters related to land use policy. He continues to dedicate time to regional planning efforts, examining proposals for a 16 county tax sharing and as a member of a team of professionals studying best local government practices. As an affiliate of the Kent State University Center For Public Administration and Public Policy, he is currently involved in a study to better understand opportunities and benefits resulting from government collaboration in Northeast Ohio.
As the Director of Administration his major responsibilities are in the area of public policy and budgeting. In cooperation with the Mayor, he prepares the annual budget and the subsequent appropriation that is adopted annually by city council. Other responsibilities include the negotiation of labor contracts and public policy studies to better serve the citizens of Tallmadge.
